Question 7

Why does Virginia have so many vanity plates compared to other states?

Accepted Answer

Virginia has the highest vanity plate adoption rate in the country — roughly 1 in 10 registered vehicles carries one. There are two reasons: cost (at $10/year, Virginia is the cheapest in the US) and culture. The Virginia DMV has been running personalized plates since 1973, which means it's been a normal, expected, almost-default part of registering a car for two generations of Virginians.

Question 8

Can I really put an ampersand on a Virginia vanity plate?

Accepted Answer

Yes. Virginia is one of the only states that allows the ampersand (&) character on personalized plates, alongside letters, numbers, spaces, and hyphens. Common uses include 'JIM&SAM' or 'B&B' for couples and small businesses. The ampersand counts as one of your 7 characters, and it's actually engraved on the plate (not stickered).

Question 9

Does Virginia review vanity plate applications by hand?

Accepted Answer

Yes. Virginia DMV runs every personalized plate application through an automated banned-words filter, then routes anything ambiguous to a small review team in Richmond. The state has been known to recall plates after issuance — a plate that passes initial review can still be flagged later if a citizen complains. Virginia has recalled hundreds of plates over the years, including some that had been on the road for over a decade.
